بسبب منع القوانين الليبية تكوين منظمات المجتمع المدني المستقلة داخل ليبيا ، وبعد النجاح الذي حققه العديد من منظمات حقوق الإنسان الليبية غير الحكومية والتي تأسست في عدد من الدول الأوروبية ...

وبناء على ما يتطلبه تطوير عمل هذه المنظمات وتوحيد جهودها هي وغيرها من المنظمات والأفراد ...

ومن أجل مواصلة العمل الجاد والهادف إلى مواجهة الانتهاكات المنهجية والمتواصلة لحقوق الإنسان في ليبيـا ...

ولحماية حقوق المواطن الليبي في كل مكان ...

ولتعريف المجتمع الدولي بحقيقة وضع حقوق الإنسان في ليبيا ...

وللتصدي لما تواجهه هذه الحقيقة من تعتيم إعلامي على العديد من المستويات ...

فقد التقت قيادات كل من:

                                             ·                     الرابطة الليبية لحقوق الإنسان - ألمانيا .

                                             ·                     المنظمة الليبية لحقوق الإنسان - سويسرا .

                                             ·                     الرابطة الليبية لحقوق الإنسان - هولندا .

                                             ·                     بالإضافة إلى مجموعة من النشطاء الليبيين في ميدان حقوق الإنسان .

وذلك في مؤتمر لنشطاء حقوق الإنسان الليبيين والذي عقد بمدينة أمستردام بهولندا بتاريخ: 30- 31/ 12/ 2000م ، حيث تدارسوا الأوضاع المتردية لحقوق الإنسان في ليبيا ، وما تتطلبه مواجهة هذه الأوضاع ، وقرروا تأسيس:

 

الاتحـاد الليـبـي

للمـدافعيـن عن حقـوق الإنسـان

 

وهو منظمة حقوقية مستقلة غير حكومية ، تتخذ من المملكة الهولندية مقراً لها .

والاتحاد يفتح عضويته لجميع المنظمات الحقوقية المستقلة ، وكذلك للأفراد من ذوي النشاطات والقدرات المتميزة في ميدان العمل الحقوقي بغض النظر عن أصولهم أو توجهاتهم أو قناعاتهم .

ويشرفنا أن نهدي هذا العمل لشعبنا الليبي العزيز بمناسبة عيد الفطر المبارك وحلول الألفية الثالثة .

كما نناشد الجميع الالتفاف حول هذا العمل ودعمه لتحقيق أهدافه النبيلة ...

وكلنا يقين راسخ بأن قضية حقوق الإنسان ستنتصر حتماً في ليبيا العزيزة ، كما انتصرت بعد طول نضال ومعاناة في كثير من بقاع الأرض .

Constitutive announcement

 

 

It is a fact that no independent non-governmental organizations (NGO) or groups of human rights defenders exist in Libya. The Libyan laws forbid the formation of any independent institution of the civil society.

After the success obtained by many Libyan NGOs, based in Europe…

And in order to respond to the need of development of their work, coordinate their efforts with other associations and individuals…

 

To continue the serious work aiming to face up the systematical violations of human rights in Libya…

To defend rights of the Libyan citizen everywhere…

And to make the international community discover the truth about human rights situation in Libya which suffers from a total media blackout on various levels…

 

The leaders of:

Plus a group of Libyan human rights activists.

Met in a congress for  Libyan human rights defenders held in The Netherlands (30-31 of December 2000).

They had discussed the catastrophic situations of human rights in Libya and decided to form:

The Libyan union

for human rights defenders

 

An independent non-governmental organization, having its head office in The Netherlands.

 Membership of the union is open for all independent human rights organizations as well as individuals with exceptional skills and activities in this field, regardless to their origins and convictions.

We are honored to offer this action to our dear Libyan people for (Eid AL- fiter) and the third millennium.

We appeal everyone to support this humanitarian action, and we are strongly convinced that the human rights case will triumph in Libya as it has done in many other places of the world after a long struggle and suffering.
